Add local Gitea dev environment

- dev/compose.yml: Gitea via podman-compose, SQLite, ports 3000/2222
- INSTALL_LOCK skips the web installer; all config via env vars
- Named volume ifcurl-gitea-data persists across restarts
- .gitignore: exclude dev/gitea-data/ if it appears
