The repo outgrew a single-project layout: the reusable form-language template and the draft paper about the method were mixed in with Ecuador-specific ref/narratives/docs, and a second real project (Harbor House) had been growing inside templates/examples/ despite no longer being just a template demo. Split into: - method/ - the generalized form-language prompt template and the paper about the method, project-agnostic - projects/ecuador-museum/ - the original counter-proposal (ref/, narratives/, docs/, unchanged in content) - projects/harbor-house/ - promoted out of templates/examples/, now a peer project with its own ref/narratives/docs, including previously untracked pattern subset, narrative, and illustration material Root CLAUDE.md now covers the shared method and repo-wide conventions; each project gets its own CLAUDE.md with project-specific brief, inputs, and status. Updated all internal path references (paper.md, outline.md, per-project CLAUDE.md, settings.local.json). # Condensed Brief — Genuine Human-Needs Facts

|
||
Distilled from `Muna Technical Bases for Stage 1.txt` (the official Stage 1 open
|
||
call) and cross-checked against `Casa de la Memoria Andina - National Museum
|
||
Narrative-Kimi.txt` (Salingaros's project-data-plus-narrative document). `Muna
|
||
ANNEX-1_RulesMuseum_ENG.md` (letter-of-interest template) and
|
||
`Muna ANNEX-2_RulesMuseum_ENG.md` (blank team-roster/portfolio tables) are
|
||
confirmed administrative-only — no programmatic content, not used below.

||
Everything below is what a human-centered counter-proposal actually needs.
|
||
Discarded: team-qualification criteria, evaluation scoring rubrics, submission
|
||
logistics (email addresses, ZIP/MD5 requirements, schedule) — these govern the
|
||
competition process, not the building, and are irrelevant to narrative-writing.

||
## 1. FACTS
|
||
|
||
### Institutional mission and history
|
||
|
||
- The National Museum of Ecuador safeguards **more than 1.2 million cultural
|
||
and heritage assets spanning 12,000 years of history** — the most important
|
||
collection in the country.
|
||
- Founded 1969 as the Guillermo Pérez Chiriboga Archaeological Museum and
|
||
Galleries of the Central Bank of Ecuador (architect Hernán Crespo Toral).
|
||
Relocated in 1995 to the Edificio de los Espejos, Casa de la Cultura
|
||
Ecuatoriana, where it operates today (renewed 2015–2018).
|
||
- **Core human-needs problem this building must solve**: the museum
|
||
currently exhibits **less than 1% of its collection**, due to limited
|
||
gallery space, insufficient museographic infrastructure, and inadequate
|
||
environmental controls. This is a problem of access and stewardship, not
|
||
merely square footage — it is the central justification for the new
|
||
building and should be legible in the narratives (e.g. visible study/
|
||
research spaces, rotating displays, more than one axis of encounter with
|
||
the collection).
|
||
- Purpose: consolidate the Museum as a cultural platform of national
|
||
significance and a touristic reference for Quito (Quito is the first
|
||
UNESCO World Heritage City), reinforcing cultural identity and social
|
||
belonging.

||
|
||
### Site
|
||
|
||
- **13,004.65 m²** plot, southwest corner of **Av. Eloy Alfaro and Av. de la
|
||
República**, Iñaquito parish, Quito — Pichincha, Ecuador.
|
||
- Part of the **"La Pradera" Urban Action Unit**, envisioned as anchor of a
|
||
future pedestrian boulevard connecting public facilities, green areas, and
|
||
recreational spaces.
|
||
- Diagonally across from **La Carolina Park** (~400,000 visitors/month) —
|
||
one of Quito's most frequented public spaces.
|
||
- Transit: direct access to **La Carolina Metro station** (~10,000+ daily
|
||
passengers), plus nearby Trolleybus and Express bus lines.
|
||
- **Numeric discrepancy flagged, not silently resolved**: the official brief
|
||
states the site as **13,004.65 m²**; Salingaros's narrative document
|
||
rounds this to **"13,000 m²"**. Both describe the same site — the
|
||
difference is rounding, not a conflicting figure. Recommend the chassis
|
||
document (`ecuador-i9e`) adopt the official **13,004.65 m²** as the
|
||
citable figure and treat "13,000 m²" as the same site referred to loosely
|
||
in prose.
|
||
|
||
### Building
|
||
|
||
- **Minimum 25,000 m²** built area.
|
||
- Height: capped at four stories (per the pattern subset's Number of Stories
|
||
discussion, which cites "the established four-story height limit" as a
|
||
given planning constraint, not something the brief text itself states
|
||
explicitly, but treated in the pattern language as a fixed rule).
|
||
- Broad program categories named by the brief: **exhibition rooms,
|
||
conservation and research areas, educational spaces, public areas, and a
|
||
landscape plan** strengthening the relationship with the urban
|
||
environment.
|
||
- **No detailed room-by-room spatial program exists in the Stage 1
|
||
documents** — square-meterage per gallery, storage capacity, or a formal
|
||
space list is not specified. Salingaros's narrative document supplies the
|
||
only project-side elaboration currently available (four levels of
|
||
~6,250 m² each, footprint under 50% of the site, a building complex of
|
||
archaeological/historical/artistic/temporary-exhibition-and-education
|
||
wings plus a taller central hall) — this is design proposal, not official
|
||
brief, but is the most concrete program data in hand and should carry
|
||
forward into the chassis document.

||
|
||
### Process (context only, not design-relevant)
|
||

||
Two-stage international open call; Stage 1 (credentials/portfolio) deadline
|

17 Feb 2026; Stage 2 (schematic design) winner receives USD 450,000. This
|
||
counter-proposal is independent of the competition and not bound by its
|
||
process — included here only so the "why now" context is on record.

## 2. THE NATIONAL COLLECTION
|
||
|
||
The brief's framing must not be reduced to a bare scale number: this is what
|
||
visitors, school groups, staff, and community/indigenous stakeholders will
|
||
actually encounter inside the building. The National Collection is organized
|
||
into five reserves:
|
||
|
||
### Archaeology Reserve — 62,103 pieces
|
||
From early lithic tools — including obsidian projectile points — through
|
||
Manteño stone seats and the emblematic **Tolita Sun**. Spans the cultures and
|
||
societies that developed in what is now Ecuador.
|
||
|
||
### Colonial and Republican Reserve — 5,353 pieces
|
||
Colonial altarpieces; sculptures by **Bernardo de Legarda**; drawings,
|
||
paintings, and devotional works from the republican period, notably pieces
|
||
by **Joaquín Pinto**.
|
||
|
||
### Modern and Contemporary Art Reserve — 2,538 works
|
||
Key figures of Ecuadorian art including **Luis A. Martínez**, **Araceli
|
||
Gilbert**, and other leading 20th- and 21st-century artists.
|
||
|
||
### Human Sciences Library — ~210,000 bibliographic holdings
|
||
Books, journals, newspapers, maps, atlases, and rare printed materials, many
|
||
patrimonial, dating from **1480 to the present**. Includes the **Jacinto
|
||
Jijón y Caamaño** and **Isaac Barrera** collections. Strengths in social
|
||
sciences, arts, and national history. **A major, currently under-served
|
||
holding in its own right — not an adjunct to the galleries.**

||
|
||
### Historical Archive of the National Museum — 918,673 documents
|
||
Colonial manuscripts through the early 20th century, plus photographic
|
||
collections, musical scores, sound and radio recordings, cartography,
|
||
posters, and other documentary materials essential to the study of Ecuador's
|
||
historical development.
|
||
|

## Flag for the chassis-extraction task (`ecuador-i9e`)
|
||
|
||
Salingaros's narrative document names only **three** collection wings
|
||
(archaeological, historical, artistic) — it does not clearly place the
|
||
**Human Sciences Library** (~210,000 items) or the **Historical Archive**
|
||
(918,673 documents), two of the five reserves and very large holdings. This
|
||
condensed brief deliberately does not resolve that placement — it is
|
||
`ecuador-i9e`'s job to decide and record where these two reserves live in
|
||
the building (e.g. folded into/adjacent to the historical wing as a reading
|
||
room/study center, or given independent presence), since the Staff narrative
|
||
(librarians/archivists) and Community narrative (researchers accessing
|
||
patrimonial material) both need something concrete to describe.
|
||
|
||
The site-area rounding discrepancy (13,004.65 m² vs "13,000 m²") is flagged
|
||
above and should be settled once, in the chassis document, rather than
|
||
re-litigated per narrative.
