docs/counter-proposal.md brings the visitor, staff, school-group, and community narratives together in full, under one preamble, as the document intended for publication and illustration. Strips pattern numbers, grammar codes, and ref/ provenance citations that belonged to the drafting process, but keeps every narrative's full length and detail rather than condensing - this is a presentation of the work, not a summary of it.
